The West Virginia Library Commission is accepting American Rescue Plan Act (ARPA) applications until December 31, 2021. Please see the grant application for details. 

APRA Grant FAQs

1. Can the library use the grant to acquire furniture or computer furniture?

Yes, if there is a proper explanation of why this kind of purchase would be reasonable and necessary.  Reasonable would be mostly related to cost.  Necessary would be mostly relatable to the following: Was the existing furniture ruined by the increased sanitization process since the start of the pandemic?  How is the purchase more than just general library building improvements?

2. What are the guidelines for reimbursing personnel costs with federal funds?

The grant would not cover costs for personnel that are doing their typical library services work.  Personnel cost reimbursement needs to be related to a specific project.  The employee needs to work on a project that is beyond what they are paid to do on a day-by-day basis and align with the Library Commission Five Year Plan and the purposes/priorities of ARPA.
